The D.C. Board of Election & Ethics heard a flood of support Monday for a proposed voter initiative to ban same-sex marriage in the city, with far more people supporting speaking for than against the idea.

People who signed up to ask officials to approve the voter initiative outnumbered — more than 80 to 10 — the people slated to speak against placing such an initiative on the ballot.

The board called the hearing to help it decide whether a ballot measure proposed in September by same-sex marriage opponents, titled the Marriage Initiative of 2009, is allowed under the city's election law.

President Obama intends to sign into law Wednesday a long-sought hate crimes protection measure as part of a major defense bill, according to an administration source.

The president plans to pen his name to the fiscal year 2010 defense authorization bill, which includes a provision known as the Matthew Shepard & James Byrd Jr. Hate Crimes Prevention Act. The measure would make illegal hate crimes based on actual or perceived sexual orientation and gender identity, among other categories, and would allow the Justice Department to assist in the prosecution of such crimes.

The Massachusetts husband of a gay Brazilian man says his spouse has been denied asylum that would allow them to be reunited in the U.S.

Tim Coco said Monday that the Obama administration did not act on a Friday deadline in the case of Genesio "Junior" Oliveira, effectively denying his request. The Justice Department did not immediately return messages.

Oliveira had sought asylum because he said he was raped as a teenager. His request was first denied in 2002. He returned to Brazil after losing an appeal in 2007, two years after he and Coco married in Massachusetts.
